Penang is a Malaysian state on Peninsular Malaysia's northwest coast, bordered by the Malacca Strait. Two bridges connect Penang Island to the mainland. The 13.5 kilometre Penang Bridge, constructed in 1985, connects Gelugor on the island to Perai on the mainland. The Second Penang Bridge, which spans 24 kilometers and connects Batu Maung on the island to Batu Kawan on the mainland, is located further south. The latter, was opened to the public in 2014, is presently Southeast Asia's longest bridge.

Seberang Perai is served by the North–South Highway, a 966-kilometer-long expressway that runs across the western portion of Peninsular Malaysia. Furthermore, about 34.9 kilometers of the Malayan Train's West Coast Line pass through Seberang Perai, with the Butterworth railway station acting as the principal railway station in northern Malaysia. Aside from Malayan Railway services, the Butterworth railway station serves as the southernmost terminal of the State Railway of Thailand's Southern Line and the International Express from Bangkok. Notably, the train station serves as a major stop for the Eastern and Oriental Express service that runs between Bangkok and Singapore.

The Tun Dr Lim Chong Eu Expressway extends along Penang Island's eastern shore, linking George Town to the Penang Bridge, the Bayan Lepas Free Industrial Zone, the Penang International Airport, and the Second Penang Bridge. The Federal Route 6 is a pan-island trunk road, whereas the George Town Inner Ring Road and the Penang Middle Ring Road are the two primary ring roads inside George Town.

The Butterworth Outer Ring Road (BORR) and the Butterworth–Kulim Expressway are the primary ring roads and expressways in Seberang Perai.
