Kaliningrad is the largest city and administrative center of Kaliningrad Oblast, Russia's westernmost Oblast. The city is located on the Pregolya River, at the head of the Vistula Lagoon on the Baltic Sea, and has a population of 489,359 people, with an urban agglomeration of up to 800,000 people. After Saint Petersburg, Kaliningrad is the second-largest city in the Northwestern Federal District, the third-largest city in the Baltic region, and the seventh-largest city on the Baltic Sea.
The Teutonic Knights during the Northern Crusades founded modern-day Kaliningrad in 1255 on the site of the ancient Old Prussian settlement Twangste, and named it Königsberg in honor of Bohemian King Ottokar II of Bohemia. As a Baltic port city, it served as the capital of the Teutonic Order, the Duchy of Prussia (1525–1701), and East Prussia. Though the capital was moved to Berlin in 1701, Königsberg remained the Prussian monarchy's coronation city. From 1454 to 1455, the city of Królewiec was part of the Kingdom of Poland, and from 1466 to 1657, it was a Polish fief. Until World War II, Königsberg was Germany's easternmost large city. The city was heavily bombed by the Allies in 1944 and again during the Battle of Königsberg in 1945, before being captured by the Soviet Union on April 9, 1945. The Potsdam Agreement of 1945 gave it to the Soviet Union. In 1946, the city was renamed Kaliningrad in honor of Soviet leader Mikhail Kalinin. It has been governed as the administrative center of Russia's Kaliningrad Oblast, an exclave sandwiched between Lithuania and Poland, since the dissolution of the Soviet Union.
As a major transportation hub with sea and river ports, the city is home to the Russian Navy's Baltic Fleet headquarters and is one of Russia's largest industrial centers. It was named the best city in Russia in 2012, 2013, and 2014 by Kommersant's magazine The Firm's Secret, the best city in Russia for business in 2013 by Forbes, and ranked fifth in the Minstroy Urban Environment Quality Index in 2019. Over the last two decades, Kaliningrad has been a major internal migration attraction in Russia, and it was one of the host cities for the 2018 FIFA World Cup.
