There is just one primary trunk line in the Rosario trolleybus system. It is currently managed by SEMTUR (Sociedad del Estado Municipal para el Transporte Urbano de Rosario, "Municipal State Society for Rosario Urban Transport"), as are several of Rosario's other urban bus lines.
Bus fares are pre-paid with either a rechargeable plastic card or a disposable paper card with a magnetic stripe purchased at post offices, vending machines, and private companies. A greater fare can be paid using a coin machine in the bus unit for infrequent use. The tariffs on the interurban lines vary, and some only accept cash. During the second part of 2012, the city administration will phase out paper cards in favor of plastic ones.
Since 2003, the urban bus fleet has been largely updated as the national economy has recovered, and it now consists of around 730 units. The average age of the buses in 2005 was five years and eleven months. Economic growth has boosted the usage of public transportation while decreasing the use of bicycles. According to the Rosario Transportation Office, there were around 11 million bus rides per month in 2005, but by 2007, utilization had increased to 420,000 passengers per day.
Rosario has a medium-sized taxi fleet, with vehicles coloured black with yellow outlines. Some are owned by radio-taxi firms and may be reserved over the phone; others can only be found on the streets. As Argentina's economy improves, greater consumption has put a strain on the taxi fleet's capacity. The Deliberative Council approved the mandatory installation of radio-call systems in all taxi units in September 2005, however this requirement has yet to be met.
